No action is created

good day to all. i am facing a problem: i can't create an action. on the screenshots i showed the whole process, i need to press the numpad5 button when pressing the pad on my midi, but the action is simply not created. i will be grateful if someone can help me

Sems there is no settings.ini.
Can You try to create one With File - New?
